Schools keep bad students in class

Schools are standing down less students in a bid to change their behaviour – in the classroom. Latest statistics across Christchurch show schools are now looking to deal with issues before getting to the stage of standing down a student. In the western suburbs, Hornby High School stood down 41 students, suspended 15 and excluded five. That is two less stood down in 2014 than in 2013 but three more excluded. Riccarton High School showed improvements with 21 standdowns, five suspensions and two exclusions.

That was 12 stand-downs, two suspensions less than 2013 but they did exclude one more student. Middleton Grange stood down seven more students last year than in 2013 but suspended three less students in 2014. There were no expulsions from any of the schools in 2014. Being stood down means the student is removed from school for up to five days, while a suspension is the formal removal of the student until a decision about their behaviour can be made. If it is decided that a student must leave the school, it is called being expelled if the student is 16 or over, and excluded if they are under-16. • Turn to page 3

Residents who have concerns about pollution will be able to go through Wigram MP Megan Woods’ office to give ECan feedback about poor air quality. A meeting was organised by Dr Woods with ECan commissioner David Bedford last Saturday to discuss the rise in pollution levels in the area. Dr Woods’ office will be set up in the coming weeks to take complaints from residents about increased levels of pollution.

Kart club decision a step closer

A noisy kart club is a step closer to knowing if it will move from its current location. A Riccarton-Wigram Community Board held an extraordinary meeting on Wednesday and recommended Christchurch Kart Club in Wigram move to a new location. The board has backed the city council’s position by recommending the club move to a new location with city council funding of $3.5 million for moving costs.

It has also asked the city council to add an extra $100,000 towards the cost of consents. Community board chairman Mike Mora didn’t want to say where the club could be moving as there were a couple of different locations it could go. “If the karts or greyhounds decide they don’t want to move or can’t afford it. They have the fallback position of staying where they are.” Isaac Wildlife Trust’s opera-

tion, Peacock Springs, at McLeans Island has expressed concerns at the proposed relocation of the kart club to that area due to the noise generated by the club. The required consent for this site could be publicly notified and is likely to attract objections. “We have asked that the council add an extra $100,000 to help out with consent cost for the club,” Mr Mora said. The kart club would need to be relocated if the full residential de-

Drug or alcohol abuse, violence or continual disobedience are the most common reasons students are stood down or suspended. “For some students a stand down will be a clear marker that they need to change. For other students there will be a number of stand downs that will lead to suspension. On other occasions the behaviour is so significant a suspension is warranted immediately.” Mr Morris said removing a student from school was a valuable way to give the student space, and show them how serious their actions were.

Rock band veteran . . . the

When you think of a city council events co-ordinator, you don’t think of a 30-year music veteran, but that is exactly who is in charge of organising school holiday events in Christchurch. Paul Kean, a New Zealand Music Hall of Fame inductee, founding member of The Bats and KidsFest manager speaks with Andrew King

Who do you play with? I play in The Bats and we are recording our ninth album. It’s been the same line-up for more than 30 years. What probably helps is my wife is in the band. We are mostly a four-piece and we tour overseas now and again. We went to the States in 2013, Australia last year. Some call us indie pop, some call it folk rock, it has several moods to it. I was also the Christchurch live sound engineer in the 1980s for any Flying Nun act that came through including The Chills. They actually recorded some songs with my band, The Bats, at my house back in the 80s which was pretty cool. I used to have a huge pot that we would cook up big meals like stews and such to feed the masses when they stayed. Nine albums with The Bats that’s quite an achievement. Well, over 30 years it’s one every three or so years. We got signed to a record company once and they threw lots of money at us but it didn’t seem to change much. Some of the bands you have

played with have been quite successful. Tell us about them. I was asked to play for a short time in Toy Love who were inducted in the New Zealand Music Hall of Fame in 2012 at the same time as I won the Herald Legacy Award. Our band The Bats were in the top 50 in France for three months in the early 90s for the album Fear of God. I think our music is more well known in the States than here in New Zealand. We also got to play a bit in Europe as well. Why did you start working for the city council? I was always impressed with the events the council puts on. Then I saw the job come up and I applied for it and got it. A woman was meant to be gone for a year on maternity leave but she resigned so I reapplied for it and got it again. She is now on the board for KidsFest.

I’ve got a weird title. I’m an events co-ordinator but I help out a lot with the business side of things. We help out the civic and international team with things like the Dawn Parade, earthquake memorials and a whole lot more. KidsFest however, is one of my favourites. How long has KidsFest been going? This is the 24th year, so looking forward to a big one next year. Big one next year, what’s the plan? We want to celebrate the generation thing. Welcome the new little kids and welcome back the older ones. Look back 25 years and invite some of the performers that have been involved over the years. Hayley Westenra used to busk at the KidsFest shows so it would be great to get her back as well as Jason Gunn. Also to look forward and see what the next 25 years might hold. Maybe we should go for a Guinness Book of Records, for the largest birthday cake. What is your favourite thing about KidsFest?

man behind KidsFest It’s being able to do those big free community events like the lantern parade. Seeing kids having a good time and receiving great feedback from parents and feeling that community vibe. The lantern parade is definitely a keeper, we want to make that bigger because it is so popular. It is one of my favourite events. Just working with so many wonderful individuals, organisations and businesses that value children and passionately join together with us to make KidsFest such a big success for Christchurch and our surrounding districts. How many children attend? It’s hard to put a definite number on it. When I started it was around 75,000. But now we have more than 250 events spread all over the city and throughout the region. When you add them all up it gets up over the 100,000 mark including parents. Do you have children yourself? I’ve got two girls. They are aged 20 and 26. Did they enjoy KidsFest? I remember taking them to one years ago. They got in the Guinness Book of Records for the largest chalk mural in Cathedral Square. They seemed to enjoy themselves. What was your favourite toy as a child? When I was tiny I remember having a spinning top, then I grew up and had a pedal car. The most fun things were using your

Pretending you were driving the parents car. Or finding a corner somewhere and pretending you had a time machine. What are your hobbies? I have a little cottage in Kowai Bush, just up past Springfield, there is a lovely bit of beech forest up there. I relax, play music, go for walks. I love cooking and baking too. And playing in a band that takes a lot of time away from the actual career. How long have you lived in Christchurch? I have lived here pretty much all my life. What do you like about living

in Christchurch? I like the surrounding environments. There is something that is special to me. Most only see the flatness but they need to open their eyes and take a drive around. Lyttleton is a fantastic place for coffee and to have a look around. How long have you worked for the city council? Ten years. I didn’t think it would be that long but here I am. What did you do before that? I worked for Canterbury University’s Students Association as a student activities co-ordinator. O-week was pretty amazing back then. It was over nine days with

up to seven acts on at once. How much longer do you plan on working in events? Who knows. I’m planning on handing over KidsFest to another staff member. I’ll stay with the lantern parade. You do have to step back a little bit as you get older. I could be there for another four years or it could be 10. I’ve got lots of stuff to do. I have so much video footage to go through for our bands. I have lots of my own music projects to do. My own stuff is quite quirky. But don’t have too much time for that at the moment but I’ll find the time.

Two cycleways on Shands Rd in Hornby will soon be joined up. There is currently a short section of cycle lane on Shands Rd just south of Amyes Rd that directs cyclists out around the existing kerb side parking and then ends. There is also another section of cycle lane further along at the approach to the Shands Rd and Seymour St signals. The project will eliminate all parking on the south side of Shands Rd between Amyes Rd and Seymour St allowing two sections of cycle lanes to be connected. The Riccarton-Wigram Community Board has recommended to the city council that the project goes ahead. Removing the parking will not only allow the connection of the cycle lanes but improve safety for motorists using driveways along the stretch of road. Residents and property owners were advised of the proposal by a combination of post and letter drop with no opposition was received. The project is expected to cost around $1000.

Going great lengths to help Nepalese family BY FRASER WALKER-PEARCE Cashmere Primary pupil Hannah Breitmeyer, 13, has a secret; well it’s kind of a secret. Hannah is raising and sending money to a Nepalese family that lost everything in the recent devastating earthquakes. But she may have devised one of the coolest, most innovative ways to raise money; and no, it’s not a yarn. Using a video she found online just a month ago, she taught herself how to arm knit; a technique that doesn’t even require knitting needles, and produces beautiful, unique infinity scarves. Hannah’s grandmother Gillian Rose is very proud of her granddaughter. “I shouldn’t even have to answer that. Of course I’m very proud,” she said. Mrs Rose described the feat that Hannah had accomplished by making the scarves. “She took the initiative all on her own . . . her original main goal was $200, she’s now raised $700, and now she’s aiming for $1000.” Hannah originally sold the infinity scarves solely to her family, but has recently branched out and is now even taking orders.

Removal of debris has began at the Owaka Pit. Owaka Holdings had been given 12 months to remove 9000 tonnes of burnt medium density fibre. On May 27, a Worksafe prohibition notice was lifted which enabled the team at Owaka Rd to start removing the MDF. The city council received an action plan detailing the removal which stated that during the past four weeks there has been a concerted effort made to towards the removal of the MDF from the site. The result that a total 23.95 tonnes has been removed as at June 23.

This will continue over the winter months with between six and eight tonnes per week being removed. Coming into the spring and summer they will increase this to between 12 and 40 tonnes per week until all the material has been disposed of. Riccarton-Wigram Community Board chairman Mike Mora said it was great to see some progress. “Very pleased that we have finally had some action on that. If we can get rid of it before it explodes again we will be pleased. “It’s been a long journey. We are pleased that it is under way. It may not be fast enough but at least it is under way.”

11-year-old solves Year 13 maths with Kumon Helina is like most 11-yearold girls, she likes origami, art class and playing netball but when it comes to maths, Helina is in a league of her own. The Year 7 Christchurch student completed the Kumon Maths Programme last year and can now confidently solve calculus problems usually seen in the final year of high school. “It feels really amazing to be so advanced. I just didn’t give up so now I know how to do it!” Helina said. Helina enrolled in Kumon in Year 3 and has come a long way since she struggled with multiplication. “Learning maths is easy since I’ve done Kumon; I especially like algorithms because they’re really fun to solve,” she said. Helina’s mum, Loan, can’t believe how far her daughter has come with Kumon. “When she started at Kumon, her maths at school wasn’t very good but now we can’t believe that she can already do Year 13 maths!” Loan said. Her Kumon Instructor, Nila, has seen Helina through her

entire maths journey. “When I first heard about Kumon, they said primary school children could do calculus. I didn’t believe it until I saw Helina solve those problems with my own eyes!” Nila said. Nila feels proud to have supported Helina and given her the foundations for success in high school and beyond. “Being a Kumon Instructor is like being a mentor for children. You get to know them over the years and seeing them progress beyond what they thought possible is very rewarding.” Kumon New Zealand is now in its 20th year and looking a new Kumon Instructor in the Christchurch area. New location for CAB city branch The Citizens Advice Bureau city branch opened to the public last week at its new premises at 15 Williams St. The new premises are at the former CPIT Student Health Centre, located on the corner of Ferry Rd and Williams St. Last year, Citizens Advice Bureau in Christchurch received more than 13,493 inquiries. The issues ranged from housing and employment to consumer rights, health and family issues. Bureau chairman Neil Lancaster said that “people really appreciate the chance to talk to someone in person about their problems. Although there’s great information out there, a lot of people want help to work out how that information relates to them, and that’s where we can help. We provide a person to person advice service that is independent, confidential and free of charge”. “We will continue to operate our Justice of the Peace Clinics on a Wednesday noon-3pm and our Free Legal Advice Clinics on a Thursday 1-2pm. We are also exploring other clinics that may be helpful to the community such as Budget Advice,” Mr Lancaster said. “We have a great group of well-

able from a financial perspective for Riccarton Wigram Community Board. However, within this context, the siting of the pool complex at Denton park is realistic. In the last week the weather has certainly reminded us that it is winter. Thankfully this hasn’t resulted in any great increase in fire calls or car crashes. It can however, be totally blamed for the elderly couple whose car went off the road on Okains Bay Rd at Robinson Bay on Wednesday and was stuck in the snow, with occupants who had nowhere they could go and no cellphone reception, for a couple of hours.

Eventually they were seen and Fire Service and ambulance were called. They weren’t injured but were cold and miserable and our good friends from St John took them back to the warmth of their motel room. A call to the airport on Tuesday looked a bit serious when smoke was reported coming from an international flight that had just landed. This turned out to be some slightly hot hydraulic fluid and the passengers disembarked in total safety probably blissfully unaware of the interest their flight had roused.

Riccarton A brief history

Within the north-west of Christchurch is the site of the first permanent European settlement on the Canterbury Plains.

I

n 1843, William and John Deans, having inspected and rejected other parts of NZ, decided to settle on the plains at Putaringamotu – one translation of which is “bush severed from the rest”.

When the Deans arrived, there were two small pas in the area: one near where the Bush Inn would be built, another in the Burnside area. In 1846, the Deans signed a lease with 14 Maoris covering the land

for six miles in every direction from the confluence of the Waimairi, Wairarapa and Otakokaro (now Avon River) streams. The brothers pitched their tent and began construction of the first house built on the Canterbury Plains. This house no longer exists, but a plaque on a tree at the entrance to the Riccarton House Grounds in Kahu Road marks the spot on which it stood. The NZ Company was much impressed by the Deans brothers’ farm, stocked with sheep, horses, cattle and seeds brought from NSW,

and was undoubtedly influenced by their achievements in the choice of Canterbury for the proposed city of Christchurch. Most of the plains were purchased for the Crown, and the town boundary was drawn up a mile from the Deans’ farm, thus forming a large reserve area (Hagley Park). There was later criticism of Christchurch being sited in a swampy country when firmer land was available, but transport difficulties, already bad enough, would have been worse had the settlement been developed further from the coast. Fendalton stands on a shingle fan of the Waimakariri River, but Lower Riccarton lies between two shingle lobes. Much of the district was swamp and bog, and the area between Christchurch and Riccarton was almost uncrossable. One of the first works undertaken was construction of a road to Riccarton Bush. This road, at first called Harewood Road over its entire length and running through tutu, flax and fern, followed the natural course of the river through Hagley Park to avoid the cost and delay of building bridges. Much of the forest would be logged for building materials but 6.4 hectares was set aside by the Deans as a reserve. To be continued on the 10/8/2015. When indigenous health worker Paul Christian began training to use new eye-technology equipment for remote communities, he had no idea TM he’d become a patient. He’s one of more than 1000 indigenous and older nonindigenous people from the Torres Strait Island and southern Western Australia who took part in a trial involving a free eye screening at a remote local community health centre. He was found to have problems with his blood vessels. The trial of the CSIROdeveloped remote telehealth system identified 68 patients at risk of going blind. A camera captures full highresolution images of a patient’s retina, which are then forwarded to a city-based ophthalmologist via a broadband satellite connection. CSIRO’s Professor Yogi Kanagasingam said eight of the 68 could have gone blind if they hadn’t been screened and received immediate treatment. He hoped the trial would lead to an expansion of the screening to other remote areas. The results follow a Medical Journal of Australia article describing the progress made in closing the gap for vision between indigenous and nonindigenous patients. Students will learn how to make feta, camembert and ricotta, and will get to take their feta and camembert home to enjoy in their own cheese moulds. This course is being taught by Pam Hamilton and Melissa Whitaker, who are the joint owners of The Home Cheesemaker Co Ltd. They have been teaching cheese making for nearly two years and promise you will enjoy learning a new craft that you

Over eight months of preparation has resulted in a top notch show celebrating American singing star Gene Pitney. Pitney, who was famous for recording hits such as ‘The Man Who Shot Liberty Valance’ and ‘Twenty Four Hours from Tulsa’, started his pop singing career in the 1960s. While he was a highly successful singer and musician, he was also a renowned songwriter, penning hits for other artists including ‘He’s A Rebel’ by the Crystals and ‘Hello Mary Lou’ by Ricky Nelson. He was inducted into the Rock & Rock Hall of Fame in 2002 and passed away in April 2006. The Gene Pitney tribute showcases 25 of Pitney’s best known songs, performed by Australiasian entertainers Jon Palmer and Rodney Vincent. Jon is no stranger to the stage, he has performed as Gene Pitney for 8 years in both New Zealand and Australia. He was also seen in 2008 on TVNZ's Stars In their Eyes and again in 2010 on CTV's Rock Onz alongside some of New Zealand's most distinguished artists. Rodney is a singersongwriter-comedian from Australia who joined Gene Pitney on five Australian tours as his guest artist. While on tour they wrote two songs together. Rodney will be performing them during the show.
